The Market Supervision Administration of Jiangchuan District, Yuxi City, and Jianglin Group jointly held a 2016 emergency rescue drill for production safety accidents.

　　On December 20, 2016, around 14:20, an emergency rescue drill for the leakage of the #1 yellow phosphorus storage tank and steam pressure pipeline in the Chemical Workshop 2 was held at the Jiangphosphorus Group production site. A total of 135 participants attended the 2016 production safety accident drill, including 44 members from the Yuxi City Jiangchuan District Market Supervision Administration observation group and 46 from Jiangphosphorus Group. The participating personnel included 28 from Jiangphosphorus Group, 8 from the Jiangchuan District Environmental Supervision Team, and 9 from the Jiangchuan District Fire Brigade. The deputy director of the Yuxi City Quality and Technical Supervision Administration, Liao Ping, the deputy captain of the Yuxi City Environmental Supervision Team, Wang Shunfu, the deputy mayor of Jiangchuan District, Wang Bingzhang, the director of the Jiangchuan District Market Supervision Administration, Li Jianghua, the captain of the Jiangchuan District Environmental Supervision Team, Ye Yanqiang, the deputy director of the Jiangchuan District Safety Supervision Administration, Xing Zibiao, the head of the hazardous chemicals section, Liu Jianlin, and the general manager of Yunnan Jiangphosphorus Group Co., Ltd., Wan Ronghui, along with the administrative deputy general manager, Wang Liusheng, and the production deputy general manager, Yue Cunyuan, participated in the drill.

　　The meeting at the drill site was hosted by Li Jianghua, the director of the Jiangchuan District Market Supervision Administration, with Wan Ronghui, the general manager of Yunnan Jiangphosphorus Group Co., Ltd., serving as the overall commander of the drill. During the meeting, Wang Bingzhang, the deputy mayor of Jiangchuan District, delivered a mobilization speech, and Wan Ronghui announced the start of the drill. The simulated accident scene depicted a fire caused by the leakage of the yellow phosphorus storage tank and steam pressure pipeline, creating a realistic accident scenario for the observers. A rescue operation was initiated as the workshop discovered one person was burned by yellow phosphorus, and the fire was escalating. The storage tank was cleared of phosphorus, exceeding the workshop's handling capacity. The overall commander activated the company's emergency rescue plan, and according to the procedures of the 'Production Safety Accident Rescue Plan', various teams including the security alert team, medical rescue team, environmental monitoring team, material supply team, logistics support team, fire rescue team, and emergency repair team carried out their respective duties vigorously. As the accident escalated, the overall commander issued a request for external reinforcement. The Jiangchuan District Fire Brigade's alarm sounded as they rushed to the scene, using multiple high-pressure fire hoses to target the fire location. After about 10 minutes, the phosphorus in the storage tank was brought to a safe level, and the fire was effectively controlled. The environmental monitoring team of the Jiangchuan District Environmental Supervision Team monitored the air, ditches, and river inlet areas around the accident site, with all monitoring indicators normal. With the completion and resolution of the various agendas of the production safety accident emergency rescue drill, the drill concluded.

　　At the summary meeting of the drill, Liao Ping, the deputy director of the Yuxi City Quality and Technical Supervision Administration, provided comments on the drill. He pointed out that with the strong support of the Jiangchuan District People's Government, the strong cooperation of relevant departments, and the hard work of the leaders and participants from Yunnan Jiangphosphorus Group Co., Ltd., the drill was a complete success! This emergency rescue drill improved the safety awareness of special equipment users, managers, and operators, enhanced the emergency response capabilities of special equipment users, and fully demonstrated Jiangphosphorus Group Co., Ltd.'s high regard for production safety and efforts to enhance accident emergency rescue capabilities. It also reflected the collaborative response capabilities of various relevant departments for special equipment emergencies, which will play a positive role in promoting the emergency management of special equipment in our city and establishing a linkage mechanism. It was requested that this activity be normalized in the future and included as an important part of the safety supervision of special equipment by various levels and relevant departments, continuously improving the response capabilities for accidents, enhancing accident prevention awareness, ensuring the safety of people's lives and property, maintaining social stability, and supporting economic development to ensure safety.

He pointed out that today's drill tested the relevance, practicality, scientific nature, and operability of our company's 'Production Safety Accident Emergency Plan', which is beneficial for enhancing the company's accident emergency response capabilities, increasing the safety awareness of all employees, and promoting the implementation of the enterprise's primary responsibility for production safety. In the future, we must carefully summarize and continuously improve the 'Production Safety Accident Emergency Plan', earnestly implement relevant laws, regulations, standards, and norms regarding production safety, as well as government department requirements, to achieve safe production while ensuring that safety and environmental protection issues do not arise.
