　　On April 28, the Director of the Yunnan Provincial Bureau of Production Safety Supervision and Administration, Yang Yalin, Deputy Director Cai Jifa, Director Tan Xiaoyong, Yang Yongyao, Provincial Safety Research Engineer Zhang Yan, and Engineer Hu Yun from China Soft Company, along with Fang Yuming, Director of the Yuxi City Safety Supervision Bureau, Deputy Director Jin Fahui, Director Huang Jilin, Section Chief Yuan Jinsong, and others, a total of 15 people, visited the company to inspect and guide safety work, accompanied by Li Zhigang, a member of the Jiangchuan County Committee and Deputy County Mayor, Ma Changyou, Director of the County Safety Supervision Bureau, Deputy Director Song Pinghua, and Liu Jianlin, Head of the Hazardous Chemicals Section. The company's Administrative Deputy General Manager Wang Liusheng, Safety and Environmental Protection Department Manager Rao Zhizhen, and all staff of the Safety and Environmental Protection Department participated in the inspection.

　　The inspection team conducted research around the implementation of the main responsibility for production safety and the trial operation of the long-term mechanism platform for production safety through four aspects: 'check, look, listen, and speak'. The team first went to the production front line to check the production site and the dispatch room, gaining a comprehensive understanding of the comprehensive utilization and control process of yellow phosphorus production tail gas; the China Soft Company, responsible for the construction of the provincial safety production long-term mechanism platform, inspected and guided the online reporting process of the company's long-term safety production mechanism.

　　At the meeting, the inspection team listened carefully to the report on safety production management work by Wang Liusheng, the company's Deputy General Manager. The company's safety management structure is sound, having established a safety production committee and a safety management network. In accordance with the safety management requirement of 'shared responsibility between the party and the government', a safety production responsibility system has been established from top to bottom, with corresponding safety management personnel assigned to various levels of organizations and departments to carry out safety management work. The company also obtained a secondary safety standardization enterprise certification in December 2012, and in April 2014, it received the AAAA-level confirmation for standardized good enterprises. In the same year, a performance evaluation mechanism was introduced, and since the beginning of this year, a single-item evaluation method has been adopted, particularly in safety, environmental protection, and occupational health, with specific measures developed for single-item evaluations, further enhancing the synchronization of daily management and long-term mechanism safety management work. When listening to the five operational inconvenience issues that arose during the trial operation of the long-term safety production mechanism platform (such as difficulties in filling out and saving operation records, inability to view uploaded rectification photos, difficulties in photo transmission, difficulties in uploading rectification documents over 10M, and inability to describe issues related to hazardous chemicals), Director Yang instructed the China Soft Company responsible for the platform construction to promptly carry out system modifications in response to the issues raised by enterprises. When hearing suggestions about the difficulty of enterprises in choosing and identifying multiple standards such as GB, GB/T, AQ, or industry standards for the same content, Director Yang pointed out that the provincial safety supervision should take the lead, using Jiangphosphorus Group as a demonstration enterprise, and invite an expert group to comprehensively sort out, analyze, and identify the standards used in the hazardous and phosphorus-related industries, focusing on serving enterprises and facilitating their use of standards. Regarding the suggestion for training occupational health administrators, Director Yang indicated that the provincial safety supervision plans to take the lead in effectively ensuring enterprise safety and better serving enterprises.

　　Finally, after inspecting the site and listening to the report, Director Yang Yalin of the Provincial Safety Supervision Bureau fully affirmed the company's clear safety production organizational structure, the establishment of a safety production committee, the improvement of the safety management network, and the establishment of a safety production responsibility system, indicating that safety management is relatively standardized. He hopes that enterprises will firmly establish a 'people-oriented' safety concept, implement the spirit of the 'Five Implementations and Five Positioning Regulations of the Enterprise Safety Production Responsibility System' document, and solidly carry out the 'dual foundation' work of safety production.
